Give me a break! This is fine if you are projecting what may happen five or ten years from now, but it is really an editorial team’s attempt to stand out and be different. Monterrey? Even the people who manage hotels there say it’s nothing but business travelers who would much rather be elsewhere. Beirut? Kazakhstan? Put all the luxury leisure travelers together in one room in those two cities and you might have enough people for a dinner party.

Boracay - wonderful fifteen years ago, destroyed by tourism in the late 90s.
Cologne - the best hotel in town is stuck in the 50s in service, rooms and food.
Phuket - is revolting these days: nothing but sex tourists.
Who made this list?!!??! Have they ever been to any of these places? My tip for top luxury destination? Montenegro.
